Cuevr or Loopio: which one should you choose to answer RFPs and tenders?

Loopio is an RFP and questionnaire response platform: an answer library, import of the buyer’s questionnaire, a question-by-question response and team reviews. Cuevr takes the proposal from the deal to the signature and handles RFPs and tenders, public and private, within the buyer’s framework. Here is what each one does best.

Criterion by criterion

The verdict

Choose based on what you answer, and how much.

Choose Loopio if…

Questionnaires at volume, from your library

  • A dedicated team handles many RFPs, RFIs, security questionnaires or due diligence questionnaires every month.
  • Your answers are mostly recurring questions, which a library approved and reviewed regularly must serve consistently.
  • You return the response in the buyer’s file or portal, with many experts who contribute and review.
  • You want projects connected to Salesforce or Dynamics (connectors as add-ons).

Less suited if

you want to qualify the deal, argue for one specific buyer, or send a sales proposal tracked reader by reader and signed online.

Choose Cuevr if…

A response that argues, from deal to signature

  • Your RFPs are deals: each response has to convince one specific buyer, public or private.
  • You want Cuevr to extract the buyer’s framework, suggest an outline following their numbering, and Cuevr AI to write from the qualification, your knowledge base and specialized agents designed on the best sales methods.
  • You want to know before submission whether every requirement is covered and whether the response convinces.
  • You also send proposals, to track and get signed.

Less suited if

you need a question-by-question answer library for security questionnaires at volume, delivery in the buyer’s file, comments and approval in the document, or a native CRM connector.

If you remember one thing

Loopio draws on your library to answer at volume; Cuevr starts from the deal and argues for this buyer.

In short

Definition

Quick answer

Loopio is the right choice for a response team handling many RFPs, security questionnaires and due diligence: its library serves approved answers, its experts contribute and review, and the response goes back in the buyer’s file or portal. Cuevr is the right choice when every RFP is a deal to win: it extracts the buyer’s framework, follows their numbering, writes with Cuevr AI and checks every requirement before submission; it also gets your proposals signed. The two can work side by side.

What Loopio does really well

Loopio is a specialized platform, built to answer many long questionnaires quickly and accurately. For a team dedicated to responses, it is a solid choice.

  • The answer library

Unlimited entries and projects from Foundations [1]; Magic first fills unanswered questions from the library or completed projects [5] [6]; review cycles, up to ten reviewers in sequence (some plans) [16].

  • An AI that stays within your content

It writes from at most ten library locations and the documents uploaded to Loopio, never from the internet, and says when it finds nothing [2] [3].

  • The buyer’s format

Questionnaire imported in Word, Excel or PDF, questions from RFPs, RFIs, security questionnaires and DDQs identified by SmartScan [7] [8]; response returned in the source document or in Word with your theme [10] [11], or inserted into a portal through a Chrome and Edge extension [12].

  • Experts at work

Questions assigned with a due date, comments with mentions, review before export; real-time presence and confidential projects on some plans [13] [14] [15] [17].

  • The issuer’s requirements

The Proposal Checklist identifies and tracks what the issuer requires, content and documents included (some plans) [9].

  • Management and languages

Win rate, lead times, late projects and workload per user (some plans) [18] [19]; library in twelve languages including French (Enhanced) [1] [23].

Three moments where they differ

The difference is not a feature list: it is the question each tool answers. Loopio: “do we already have the right answer?”. Cuevr: “what will make them choose our offer?”.

  1. Before answering: understand what the buyer wants

Loopio starts from the questionnaire: it draws sections and questions from it [7] [8], and the Proposal Checklist lists the issuer’s requirements (some plans) [9]. Its Go/No-Go app, in Salesforce, helps decide whether to respond [22]; it documents no deal qualification. Cuevr starts from the deal. The qualification structures the context, needs, project and decision process; in RFP mode, Cuevr reads the instructions to bidders or the specifications, public or private, and extracts the response framework: criteria and their weighting, deadline, documents to provide, required outline, length, price format. You answer a buyer you understand, not a list of questions.

    From the comparison table

    Loopio
No deal qualification documented; Go/No-Go in Salesforce: opportunity score to decide whether to respond
    Cuevr
4-section framework, import of notes, transcripts and dictation, score, gaps, meeting scriptIncluded
  2. When writing: the right answer, or the answer that convinces

Loopio assembles: Magic reuses your approved answers, its generative AI composes from the library, up to 500 answers at once for some accounts, and each expert completes their questions [3] [4] [5]. Answers stay consistent from one questionnaire to the next. Cuevr argues: it suggests an outline that follows the buyer’s numbering, with “The buyer asks for” under each section, then Cuevr AI writes the sections you keep from three sources worked together: the deal qualification, the company’s knowledge base and specialized agents designed on the best sales methods. Gaps become questions in the text, and each answer flows back into the qualification.

  3. Before submission, and after

Loopio has the response reviewed: designated reviewers comment and then approve the export [15], and the response goes back in the buyer’s file or portal [10] [12]. Once the deliverable is handed over, no tracking of how it is read is documented. Cuevr checks two things, separately: the compliance gauge counts the requirements covered (for example 4 out of 7) and lists the documents to provide outside the document; the score out of 100 says whether the response convinces, with fixes suggested in the text. Submission remains your step. When the response goes out as a proposal, Cuevr publishes it as a web page with your branding, shows who reads it and gets it signed, six-digit email code and evidence file included.

On our grid

Our grid measures what a tool brings to get a proposal signed. Loopio is not proposal software: we show its profile on the eleven criteria, without an average, because an average would judge it on a job that is not its own. What makes it strong (volume, the library, security questionnaires) is not scored. Loopio does better than Cuevr on “Build the proposal as a team” (5 against 3) and “The deal connected to your CRM” (5* against 3: the asterisk marks a paid add-on). They are tied on “Answer RFPs and tenders without missing anything” (5 against 5). Cuevr does better on the other eight criteria.

How we score: each criterion is scored 0, 1, 3 or 5 from observable facts, written down before scoring, the same for Loopio and for Cuevr. We score the best published offer, add-ons included.

No “Average” row: Loopio is shown with its profile, like the other tools that are not proposal software.

Switching from Loopio to Cuevr, or keeping both

  1. Set up your branding

Cuevr picks up your website’s logo and colors when you sign up; the brand studio then sets fonts, cover and variants. Your responses and proposals go out with your branding. Getting started: visual identity →

  2. Fill the knowledge base

Cuevr reads your website, then your files: up to 15 documents, including your company presentations, your references and your best responses. They become the material for Cuevr AI. Getting started: knowledge base →

  3. Import your next tender documents

Once RFP mode is enabled by the organization, upload the instructions to bidders or the specifications: Cuevr extracts the response framework, which you check before suggesting the outline. Getting started: qualify the prospect →

  4. Check before submission

Run the analysis: the compliance gauge counts the requirements covered, the score says whether the response convinces, and the list of documents to provide awaits you before upload. If you keep Loopio for your security questionnaires, each tool keeps its own ground.

Before you switch tools

Can Cuevr and Loopio be used together?

Yes, they serve different responses. Loopio can keep security questionnaires, DDQs and highly repetitive RFPs, served by its library. Cuevr takes the RFPs and proposals that have to convince one specific buyer, from deal qualification to signature.

Does Cuevr have an answer library?

Not question by question. Cuevr has a knowledge base (Identity, Offer, Proof) that serves as context for Cuevr AI, and templates shared after approval. For hundreds of recurring closed questions, a library like Loopio’s is the right tool.

Does Cuevr answer public tenders?

Yes. RFP mode starts from the tender documents you import, instructions to bidders or specifications, whether the buyer is public or private. Cuevr extracts the response framework, suggests an outline following their numbering, has Cuevr AI write the sections and counts the requirements covered before submission. Uploading to the buyer’s platform remains your step.

Does Cuevr have e-signature?

Yes, included and unlimited: a simple electronic signature (SES), legally binding. The signer verifies their email with a six-digit code, and each acceptance creates an evidence file linked to the signed version. It is neither advanced nor qualified. In the European Union, it cannot be denied legal effect as evidence solely because it is electronic (eIDAS Regulation, Article 25); in the United States, the ESIGN Act also recognizes it.

Where is my data hosted?

Cuevr is hosted in France. Data is kept in the European Union.

How much does Cuevr cost?

€49 excl. VAT per user per month billed annually, €69 excl. VAT billed monthly, one plan, every feature, from one seat. Trial: 14 days, no credit card (5 proposals created, 1 sent).

Method and sources

We compare the two tools on what each one does for an RFP, then on the moments of a proposal-led sale, keeping the rows where Loopio does as well or better. Each row answers on the same scale for both tools: never a tick against a nuance. The facts about Loopio come from its help center and pricing page, read on the date shown; a feature seen only in marketing does not count. Since Loopio is not proposal software, the grid shows its profile, without an average. The facts about Cuevr come from our offer and documentation. We make Cuevr. A vendor can report an error to us: we correct it within 5 business days.
