Cuevr or Responsive: which one should you choose to answer RFPs and tenders?

Responsive, formerly RFPIO, is an RFP and questionnaire response platform, built for response teams, from emerging teams to dedicated ones. Cuevr takes the sales rep’s proposal and RFP, from deal qualification to signature. Here is what each one does for an RFP, with dated sources.

Criterion by criterion

The verdict

Choose based on who answers, and what.

Choose Responsive if…

A response team, at volume

  • A dedicated team answers RFPs, RFIs, security questionnaires or DDQs every week, with experts, lawyers and compliance.
  • You want a central, maintained question-and-answer library, accessible from Slack, Teams or Office.
  • You import Word, Excel or PDF questionnaires and return the response in their original format.
  • You have an annual platform budget and governance needs: SSO, CRM connectors, US government hosting as an add-on.

Less suited if

each response is first of all a sale the sales rep argues for, if you want to track reading and get it signed on the page, or start with a few seats at a public price.

Choose Cuevr if…

The RFP handled as a deal

  • Your sales reps answer RFPs and tenders themselves, public and private, between two proposals.
  • You want to start from the buyer’s documents: response framework extracted, outline following their numbering, compliance gauge before submission.
  • You want Cuevr AI to write from the deal qualification, your knowledge base and specialized agents designed on the best sales methods.
  • You also want proposals tracked reader by reader and signed on the page, from one seat.

Less suited if

you handle security questionnaires or DDQs at volume, question by question, or if you need a native CRM connector (Cuevr connects through its API and webhooks).

If you remember one thing

Responsive equips the response team and its experts; Cuevr equips the sales rep, from deal qualification to signature.

In short

Definition

Quick answer

Responsive is the right choice for a response team handling RFPs, security questionnaires and DDQs at volume, from a central library and with many contributors. Cuevr is the right choice when sales reps do the answering: it reads the buyer’s documents, public or private, follows their outline, writes with Cuevr AI, checks compliance, then tracks and gets proposals signed. The two can work side by side.

What Responsive does really well

Responsive is a mature platform for responding to complex information requests: RFPs, RFIs, security questionnaires, DDQs. For a team that answers a lot, with experts spread across the company, it is a solid choice.

  • The content library

Question-and-answer pairs, images and documents, AI-assisted search and maintenance, expert recommendations, in every edition [2].

  • Questionnaire import and export

Word, Excel and PDF questionnaires imported, standard formats (SIG, CAIQ, ILPA) recognized, response exported in the source format or in a branded template, in the Professional edition [2].

  • Response project management

Unlimited projects, unlimited guests (Professional); recommended authors and reviewers, content review workflows, custom roles in the Business edition [1] [2].

  • Requirements analysis

Requirements Analysis, a separate product, extracts the requirements of a written RFP, builds a compliance and responsibility matrix, links answers to requirements and summarizes long documents [2].

  • Content where people work

LookUp, a separate product, gives access to the library from Slack, Teams, Office, Chrome and Google Chat [2]. CRM connectors (Salesforce, Dynamics, HubSpot, Zoho, Pipedrive, PipelineDeals) to launch and track projects from the CRM and sync data between the two systems, sold per integration, included in the Enterprise edition [2].

  • Governance

SSO through OAuth or SAML included; GovCloud hosting in the United States as an add-on [2].

Three moments where they differ

Both tools answer RFPs and tenders. The difference lies in who answers and in what happens before and after the response.

  1. Before writing: read the buyer’s documents

Responsive imports the buyer’s questionnaire, question by question, and Requirements Analysis extracts the requirements of a written RFP into a compliance matrix, with a fit analysis [2]. A project request (Intake Request, Growth edition) brings the request into the team’s queue [1]. Responsive documents no deal qualification. At Cuevr, the RFP is a deal. The tender documents, public or private, are imported into the qualification: Cuevr extracts the response framework (criteria and their weighting, deadline, documents to provide, required outline, length, price format), alongside the stakes, needs and decision makers already qualified. You answer the buyer’s framework with a deal you understand.

  2. When writing: who writes, from what

Responsive assembles the response from the company library, with first answers by AI in the Professional edition [2]. Advanced Responsive AI (first drafts of proposals and questionnaires, answer tuning) and AI Assistant are paid add-ons [2]; the agents and Agent Studio are only described in a vendor press release [6]. The work is split between authors, reviewers and experts. At Cuevr, the sales rep co-builds the response with Cuevr AI, which writes from three sources worked together: the deal qualification, the company’s knowledge base and specialized agents designed on the best sales methods. The outline follows the buyer’s numbering, with “The buyer asks for” under each section. Before submission, the compliance gauge counts the requirements covered, marks each one Covered or To fix and lists the documents to provide outside the document; the sales score out of 100 stays separate.

  3. After submission: track and get it signed

Responsive exports the deliverable handed to the buyer [2]. Its edition description lists an e-signature in the platform, which tracks the status of documents sent, with no level or signer verification stated [2], and, in Enterprise, sharing answers with guests and tracking their engagement, without describing it [2]. It documents no follow-up signal. Cuevr publishes the proposal as a web page with your branding: each invited reader appears by name, with their reading time section by section, and the dashboard tells you which proposals need action today. The prospect signs where they read, after a six-digit code sent to their email; acceptance creates an evidence file linked to the signed version. For a public tender, uploading to the buyer’s platform remains up to you, and Responsive documents no upload either.

On our grid

Our grid measures what a tool brings a sales team to sign more deals with its proposals. Responsive is not proposal software: it is an RFP and questionnaire response platform. As on the parent page, it therefore has its profile, without an average: the grid measures neither the volume of questionnaires handled nor library upkeep, where it is strong. Responsive does better than Cuevr on “The deal connected to your CRM” (5 against 3). They are tied on “Build the proposal as a team” (3 against 3) and “Answer RFPs and tenders without missing anything” (5* against 5: the asterisk marks a product bought on top, Requirements Analysis). Cuevr does better on the other eight criteria.

How we score: each criterion is scored 0, 1, 3 or 5 from observable facts, written down before scoring, the same for Responsive and for Cuevr. We score the best published offer, add-ons included. The average is shown only for proposal software.

Before you switch tools

Can Cuevr and Responsive be used together?

Yes, they serve different teams. The response team keeps Responsive for security questionnaires, DDQs and RFPs at volume, with its library. Sales reps use Cuevr for their proposals and the RFPs they carry themselves, from deal qualification to signature.

Does Cuevr answer public tenders?

Yes. RFP mode starts from the tender documents you import, instructions to bidders or specifications, whether the buyer is public or private. Cuevr extracts the response framework, suggests an outline following the buyer’s numbering and checks requirement coverage. Uploading to the buyer’s platform remains up to you.

Does Cuevr have an answer library like Responsive?

No. Cuevr relies on a knowledge base in three sections (Identity, Offer, Proof), approved by the owner or an administrator, and on templates shared after approval. It has no question-by-question library for security questionnaires or DDQs at high volume: that is Responsive’s ground.

Does Cuevr have e-signature?

Yes, included and unlimited: a simple electronic signature (SES), legally binding. The signer verifies their email with a six-digit code, and each acceptance creates an evidence file linked to the signed version. It is neither advanced nor qualified. In the European Union, it cannot be denied legal effect as evidence solely because it is electronic (eIDAS Regulation, Article 25); in the United States, the ESIGN Act also recognizes it.

Does Cuevr connect to my CRM?

Through its API and webhooks, included in the plan: a proposal is created from a CRM deal, and reads, signature and outcome flow back to your tools, for example with Make or n8n. Cuevr has no ready-made native connector: the scenario is set up once.

Where is my data hosted?

Cuevr is hosted in France. Data is kept in the European Union.

How much does Cuevr cost?

€49 excl. VAT per user per month billed annually, €69 excl. VAT billed monthly, one plan, every feature, from one seat. Trial: 14 days, no credit card (5 proposals created, 1 sent).

Method and sources

We compare the two tools on the moments of an RFP response and of a proposal-led sale, keeping the rows where Responsive does as well or better. Each row answers on the same scale for both tools: never a tick against a nuance. The facts about Responsive come from its contractual edition description and its pricing page, read on the date shown; a feature seen only in a press release or in marketing is written “according to the vendor” or not at all. The facts about Cuevr come from our offer and documentation. The scores apply our editorial grid, the same for every tool; Responsive, which is not proposal software, has its profile without an average. We make Cuevr. A vendor can report an error to us: we correct it within 5 business days.
